Sometimes programs save data here such as Minecraft and Outlook emails. If you want data from this, it's best to find and import exactly what you need. Now do note that C:\Users contains a folder called AppData - you do NOT want to restore this directory to a new installation. Basically I say if it can be redownloaded, don't save it - unless you have data caps or something like that. Personal data is contained here for the most part on Windows installations, unless the user is in the habit of saving to the root directory or something. My recommendation would be to backup your C:\Users directory. I only recommend this to the pickiest of users that are going to a new OS to take the scariness out of it - they still have their old OS to fall back on. Doing it this way would keep your old installation available if you wanted it for any reason - it'd just be a matter of getting to your boot menu and selecting it as boot device as you boot your PC. You can keep your old HDD intact and your computer SHOULD continue booting from SSD after the fresh install. Yes, I'd recommend a fresh install when going to a SSD.
